

J. Michael (Mike) Barrett founded Counterpoint
Assessments in November of 2005 to provide
relevant, strategic, and actionable assessments of
Homeland Security needs for the public and private
sector. A former Fulbright Scholar to Ankara, Turkey,
Mr. Barrett has an extensive background in military
intelligence and national security. He has served as
a Fellow in Homeland Security at the Manhattan
Institute’s and as a consultant to a variety of State,
Local and Federal entities regarding securing the
nation from future terrorist events. He is also a
former Senior Analyst for the War on Terrorism
Branch of the Office of the Chairman of the Joint
Chiefs of Staff where he was responsible for
operational trends analysis and strategic policy
development for a multitude of classified counter-
terrorism projects. Previously, he served as a
CounterTerrorism HUMINT targeting officer
identifying domestic terrorism threats for the Defense
Intelligence Agency and as Lead Intelligence Officer
for the Special Operation/Combating Terrorism
Office of the Assistant Secretary of Defense’s
Special Operations and Low Intensity Conflict
(OASD/SOLIC). In February of 2007 Mr. Barrett sold
Counterpoint Assessments to a long-time strategic
partner, Command Decisions Systems & Solutions
(www.CDS2.com), and returned to government
service as the Director of Strategy and Resources
for the White House Homeland Security Council.
