Counterpoint Assessments
Counterpoint Assessments is a premier provider of strategic risk assessment and
homeland security solutions. As a wholly owned subsidiary of Command Decision
Systems and Solutions (CDS2), Counterpoint is advantageously positioned as an SBA-
certified, woman-owned small business that provides proven value to state, local and
federal agencies as well as commercial clients.
Counterpoint was founded in 2005 by J. Michael Barrett, a noted expert on risk
management for terrorism and related homeland security threats. Building on his
extensive background in national security, counter-terrorism, and project management,
Mr. Barrett and his colleagues created innovative approaches to emergent Homeland
Security challenges facing government and private sector firms at all levels. In February
of 2007, when Mr. Barrett was asked to return to government service as the Director of
Strategy and Resources for the White House’s Homeland Security Council,
Counterpoint was purchased by a close partner and strategic ally, Command Decision
Systems and Solutions (CDS2), in order to build upon and expand the firm’s record of
excellence and to capitalize on growing brand recognition. The legacy of innovation,
attention to detail, and hands-on focus continues today under the firm’s new leadership,
with its market access and relevance for state/local concerns, in particular, being greatly
enhanced by CDS2’s own corporate structure and directly relevant work history.
Command Decision Systems and Solutions (CDS²)
CDS² is a woman-owned and emerging small business that has been certified by the
Small Business Administration (SBA) as a Small Disadvantaged Business (SDB) and
Section 8(a) company. CDS² began providing quality management and technical
professional services in February 1994. We attribute our success to our ability to adapt,
supplement and effectively manage technology insertion, workload fluctuations,
process management, and provide the specialized expertise needed by our customers.
